The National Oceanic and Atmospheric Administration (NOAA) predicts a particularly intense season, citing contributing factors such as "near-record warm ocean temperatures in the Atlantic, development of La Nina conditions in the Pacific, reduced Atlantic trade winds, and less wind shear.” A forecast of 17-25 total storms of 39 mph or more are expected, and of those, 13 are predicted to become hurricanes, four to seven of which are expected to be category three or more.
